I’d rate 0 if i could. Currently appealed 8 pcn which has been rejected as stated must hold a visitor epermit to park. The vehicles were put on the visitors epermit but for some reason this company says there’s no evidence of this. Been trying to contact them for 25 days. Been on hold for hours to permits with no answer, nobody else can deal with the fines And I’ve been hung up on countless times so far. Permits finally answered after 25 days to be told that they can’t do anything .

Scam artists. Sent me a letter saying I have a fine but as it’s my 2nd letter I can’t pay the reduced price. It also says to appeal refer to first letter. As I had no first letter, I can’t appeal there is no way to do and now stuck with a massive fine for grabbing some milk at my local co op. Just lunacy - really should be illegal to act like this - I’ve complained and emailed in and called and just can never get a reply - just get increase on charges. Thieves and scam artists.

Terrible. Did not receive the fine in time to pay the reduced rate. Appealed but still could not pay the reduced rate. No clear signage that parking enforcement was in place as the site only half developed, no one way system and no place to park. no signage!!!!.

These con artists have been asked to manage the residents car park where I live. The spaces in the car park were laid out years ago and aren't wide enough for cars of today's sizes, so some people were getting conned out of money for parking over the lines of bays that won't accommodate new, bigger cars, which, once you look into the law surrounding car park management companies, is actually illegal. They cannot enforce rules that cannot be achieved. Then there's the whole "pay immediately or the price goes up" routine, which the courts also made illegal but have had problems with enforcing so have requested that CPM and all other such companies hold back from doing this... which CPM refuse to adhere to.

CPM's signs are all placed in the car park where they're not lit up, so if you don't know the rules or you don't know that there is a car park management company operating in a car park, you wont be able to see or read the signs in the dark to find that out. Again, this is illegal as the signs HAVE to be readable as well as understandable or their parking fines are completely unenforceable, just so everyone is aware. CPM's own rules around parking sometimes conflict with other rules on their signs and/or website, so again, fines are unenforceable when this happens but as in all cases, you should let them know why you aren't liable to pay when you get your parking charge notice.

Residents here have to go through "SIPPI" staff - who deal with the residents app where we apply for permits and authorisation for visitors, carers, workmen, etc. to be able to park in the car park. But the SIPPI staff have a different way of dealing with household permits that CPM dont understand, so SIPPI give you permission for things that CPM then issues fines for. Add to that the fact that sometimes no parking charge notice shows up on your doorstep, and, when you don't get in touch to pay them or dispute the fine, (because you don't know about it), CPM then hand those debts to "Debt Management", who then ignore you when you write and provide all the reasons why the ticket, and therefore their harassment of you, is not legal. And then they continue to send you threatening, angry, demanding letters telling you to just pay up. So now I have debt collectors writing to me, threatening me with court action because I haven't paid for a parking charge that not only never got sent to me, but is null and void anyway because the wrong details were on there, according to the details that Debt Management hold on the matter.

All in all, CPM is less than useless and the men taking photos of the cars parking "without authorisation" need to get a real job and stop harassing poor people who are living on or below the poverty line.

One last thing: when you appeal... should CPM refuse your appeal and still demand their money, go to the EU appeals service, theias.org (website address also on the back of the appeals outcome), and explain the situation. I'm disabled and can only use one space in the entire car park where I live, but other people also park there leaving me to either walk a mile to and from a pay and display car park in the next village or park tucked away in a corner, outside of the parking spaces. I can't walk a mile so I park in a corner outside of the bays. The Equalities Act 2010 means that I meet different criteria, so am allowed to do this, but CPM didn't allow the law to get in the way of them making money and refused me my appeal. I went to theias.org with my appeal and won it. It was quick and relatively simple for somebody to do for me because CPM really did a number on my mental health and have made me very ill. I should be suing them, not them issuing me parking fines for being unable to walk and sending debt collectors after me for illegally issued fines! Awful, vile creatures that can be extremely rude when trying to explain the situation to them. I hope they get shut down as its absolutely what they deserve.

I'm still being harassed and its been going on since August 2025.

I received a fine for parking at Stepping Hill hospital, Stockport the night my father was rushed to A&E with a stroke.
The notice shows my vehicle driving into the car park at 21.32, I went to the nearest machine to pay, after several attempts the machine wouldn’t accept payment and I have a void receipt time stamped 21.36. I tried once more and received another void receipt with the time 21.39 after the machine wouldn’t accept payment.
I went upstairs to the next level and nearest alternative machine, this was also not working so I crossed the car park and eventually managed to make payment at 21.42.
I paid £5.50 for 4 hours parking, my ticket was valid until 01.42 which is the time the PCN shows my vehicle driving out of the car park.
I believe the correct payment was made and the vehicle was parked in good faith, I exited the car park at the time I was supposed to.
My appeal was rejected based on the following:

Whilst we note the comments and reason for appeal, we can confirm that the vehicle remained on site for 4 hours and 10 minutes with no payment or permit made to authorise your stay. We must advise that this car park is run by Automatic Number Plate Recognition (ANPR) cameras which take a time and date stamped image of the vehicle on entry and exit, measuring the length of time the vehicle remained on site, this information is then cross-referenced with the data from the payment services & permit systems. Due to no payment or permit being found, we can confirm that this PCN has been issued correctly.

My elderly mother has also received x4 parking fines at the same location all rejected on the same grounds.
WHAT AN ABSOLUTE JOKE!

Awful company !! Apealled against a parking ticket which I lost so hey ho I'll pay the fine which has now doubled ?!? Err I was appealling against the fine how can you just double because I haven't paid ! Tried to contact them obviously thats a non starter. Wrote complaints to them, nothing. Bunch of thieving cowboys.

I was sent a parking ticket with only 2 days to respond stating that I had lost previous correspondence and had missed the opportunity to pay a reduced fine or appeal. I had 2 days to pay £100 and no appeal. This is outright theft. Do they think we are stupid??? I will actively avoid these car parks now.

The service from this company is awful - I would score them zero stars if it was possible. I tried to talk to their permit department on 4 separate occasions - each time I held on for over half an hour (twice it was over 1 hour) and there was no answer. On one occasion the line hung up on me!

I managed to speak to anther department, who said they could not help and, when I asked to speak to anyone who could help, they simply put me on hold and no-one ever came back on the line!

What started as trying to sort out a simple question about permits has turned in to hours of time wasted on the phone, with no-one there able to help in any way at all. Incredibly poor service.

Scene of the scam is Kingston Hospital NHS. I have had my blue badge registered for years. I updated them with my new one. I was recently referred for Rapid Diagnostics as a cancer patient. I have received 5 PCNs covering the last scans and appts. I appeal the first 2 reminding them I sent them my new blue badge and attached it again. I am refusing to appeal any more and sending them my own invoice for my time plus compensation for distress etc. That will increase by 50% if not paid in 7 days. I have also informed the hospital CEO. These people are incompetent, unethical and frankly scammers. They should be made to compensate people for this. PCN: 70177758

I live in barking there have cpm camera when iam crossing going to my flat he send me ticket even this building cpm no have any permit

They billed me £100 for no be parked wholly within bay, despide I have the parking permit, the bay was very fade it and no ligths in the parking, when I dispute it, they told me that they understand that th paints are very difficult to see as it's needs painting but that they not responsable of the painting of it? but you are billing me £100 for have one wheel just outside the line? SCAAAMMM very frustrated that we struggling with money and I have to pay this just in Christmas time!

Biggest scammer in UK....STEALING MONEY FROM INNOCENT AND HONEST PEOPLE....The incident was happen at VFS Global Hanslow.. got a fine saying that un athorised parking even though paid for parking... where i asked security he only told me to park and pay at machine...i got charged both ways Fine and paid for 2hours parking fee..there are hundreds of people visiting Vfs Global office every day for passport and visa related application and process....just guess how much money stealing from people

Scummy company, no clear parking signs and bay with no clear markings yet issuing fines. The type of company that need to be closed down

Issued a PCN on Western Road, NW10 (Park Royal London Trading Estate) on a quiet Sunday night in November 2025

Western Road, NW10 is :-

a public highway,
a public carriage way
a public roadway

They claim ANPR enforcement but these were manually taken photos by a person (without a doubt), without the person putting a physical PCN on vehicle.

The vehicle was also displayinga blue badge and parked legally.

No signage at either entrance of Western Road it is a private road in any case, and public trafiic can go through Western Road - like a normal road.

The council, Ealing and Trading Standards - should take action for their tactics

On PCN they dont even put Western Road where I was parked but claim "Neg Earth Lights, London (Patrol)"

These guys are pure scammers and cowboys

You issued me a pcn when I have a parking permit sitting on my dashboard which allows me to park outside my home on the forecourt {L&Q}. It is very concerning that you make me believe I can appeal yet the email address you provide is not recognised. I go to the company website and post my appeal to both email addresses they provide, not accepted returned. I email you via the company general enquiry email 4 times requesting a working email address to submit my appeal, yet no response. A very shoddy and dodgy company who do not respond to emails and provide a contact details that do not existent only for show. Contacted L&Q my housing association L. Palmer, to see if they had any information, just as useless its not their job. Crooks.

Be very careful using this car park it is OFF HIGHWAY ROBBERY they will use the slightest excuse to fine innocent patients using the treatment centre for no reason. You attend sick and UK CPM will make you sicker Their tactics should be thoroughly investigated by the fraud squad and the Management prosecuted.

I was parked on a disabled blue badge showing at st mars hospital outside the disablement centre for 40 minutes and I got a ticket for this ,I have parked here many times and never had a problem. I tries email no reply,it would not accept my appeal said wrongly email out of desperation rang them 1st cut me off by accident I think 2nd person said hang on a minute I will check for you 20 minutes later stint back so I paid fine because it was making me ill I am nearly 80 and it worried me sick I started don’t know why I even got the fine,what a awfully company they are. I would not recommend anyone use a car park which uses CPM ticketing/parking services. Run a mile, seriously. Worst experience I have ever had.
