Unbelievable organisation. I filed a Subject Access Request back in May 2025 to gain a digital copy of my personal information held by PicRights, which was seemingly ignored. Due to this, I raised a complaint with the Information Commissioner's Office in October. ICO had to intervene by directly contacting PicRights regarding their obligations under UK GDPR. After PicRights did not adequately respond to this complaint, ICO had to again intervene to review what GDPR compliance policies they had in place. ICO also determined that PicRights had infringed upon my rights by failing to respond to my SAR in the timeframe afforded. Following the ICO’s involvement, I continued to request my personal data. Rather than fairly addressing this, PicRights responded in January 2026 by stating that they considered my repeated requests to be causing disruption to their business. Providing a copy of all relevant information featuring personal (identifiable) details is a boilerplate response for organisations meeting their GDPR obligations, but with PicRights I found this simple step to be an unnecessary battle, which significantly affected my view of their business.

Absolute scum need shutting down

My experience mirrors many of the other reviews. I dealt with this company and found their approach to rely heavily on fear-based tactics designed to pressure you into paying as much money as possible. When I challenged the fees—particularly how disproportionate they are compared to the actual licence fee—they refused to engage meaningfully.
The UK solicitors they use, Sonder & Clay, appear to operate in exactly the same way. They rely on repeated template letters filled with intimidating language rather than addressing the substance of the dispute.
I could have continued to challenge the claim, as they were unable to provide a proper chain of rights or full metadata, both of which would be essential to succeed in court. However, I ultimately paid simply because the process was becoming too time-consuming.
For anyone willing to push back, request the chain of rights and full metadata. In my experience, these are never provided, which is why the pressure consists of threatening template letters rather than a genuine attempt to proceed to court.

I want to share about my experience with PicRights, because it has been extremely upsetting and deeply stressful for me. From the very beginning, I explained my financial situation openly and honestly. Despite that, the communication I received made me feel pressured and pushed in a way that I found completely unacceptable. The stress was so intense that I came close to having panic attacks something no one should ever have to go through over a situation like this.

While they did extend the deadline, I was then told that the discount had “expired” again, even though I was doing everything possible to comply with their requests. In my view, this felt unfair and added unnecessary emotional strain.

Based on my experience, the tone and approach I encountered came across as disrespectful, dismissive, and lacking any real understanding of my circumstances. I am still expecting an apology from them as well as confirmation that all of my personal information has been removed from their system if they don't want further actions to be taken. If the situation cannot be resolved directly and respectfully, I will be taking this further as they have breached the ACL.

In general, I believe they should be more careful in the future about how they communicate with people, especially those already under stress.

Si proceda, pertanto, a depositare una Querela per Atti Persecutori (art. 612-bis del Codice Penale) presso le competenti Forze dell'Ordine (Carabinieri o Polizia Postale) nei confronti del legale rappresentante per l'insistenza non supportata da validi presupposti legali.

I received an email from PicRights claiming to represent The Associated Press, demanding a large payment for an image that appeared on my website.
The message was full of legal threats and strict payment deadlines, even though I was completely unaware that the image was copyrighted.
Instead of handling the situation in a professional and cooperative way, their approach felt like pressure and subtle intimidation.

Mandano lettere cartacee , email, pec, rivendicando per terzi diritti su una foto di Musk che presenta la Tesla nel famoso primo lancio di presentazione... Non un primo piano ma un'inquadratura da almeno 30 metri, praticamente dall'area fotografi... Foto praticamente identica sicuramente ad altre 1000 scattate dalla stessa posizione dalla selva di fotografi presenti per l'occasione! Ovviamente non forniscono prove di "UNICITA'" di tanta foto, semplicemente ti avvertono che quella foto "e' mia". Insomma quella foto li e' proprio "il mio scatto"! Non si sa se piangere o ridere ben al di la dell'astrusita' di tutto il resto del contenuto di tante missive. Ovviamente non portano, ne e' possibile rintracciarlo, un solo caso di sentenza a favore. HAHA Robe da pazzi....

How these people sleep at night, I'll never know. Trolling small businesses and independent content creators who use images they've obtained from "royalty-free images" sites (like Pixabay) and AI generated images in blogs that get 0 views and demanding compensation and harassing them until they're brow beaten! Bleeding people dry while they get rich off the apparently "illegal" use of images with such low-engagement is just a terrible way to make a living.

Higbee and Pic Rights are fraudulent companies, so don't reply to them.
My company manages several blog websites, and in the past, we used photos from Google. Recently, we started receiving hundreds of emails from Higbee & Associates and PicRights, claiming copyright issues. We never responded to their emails.

After consulting a top lawyer, I was advised that these companies operate by harassing small businesses and individuals to make money, and the best course of action is to ignore their emails and letters completely. There’s no legal proof that their messages ever reached you, especially since emails can easily end up in spam folders.

Instead, the lawyer recommended only using images that are clearly marked as free under Creative Commons licenses (but avoiding any with "CC BY-NC," since NC stands for Non-Commercial). We’ve been using properly licensed, free-to-use photos for more than five years now. Despite this, we still get emails from Higbee and PicRights, which we continue to ignore.

The letters they send, claiming to represent agencies like Reuters or AP, are misleading—no major news agency has actually hired them. According to a former employee of Higbee, they send out over 1,000 emails daily. Around 99% of people ignore them, recognizing the scam, while about 1% end up paying out of fear.

The reality is: these are scare tactics. If you simply don’t respond, you won’t end up paying them a single dollar.

Abbiamo avuto modo di verificare personalmente che la sede di PicsRights indicata a Bergamo, in Via Sant’Orsola 9, non presenta alcun campanello, targa o segnalazione riconducibile all’azienda. Inoltre, tramite Google Street View, abbiamo riscontrato che diverse sedi dichiarate risultano collocate in negozi o in corrispondenza di incroci stradali, circostanza quantomeno anomala per una società di questo tipo.

A fronte di tali elementi, riteniamo opportuno procedere per vie legali, poiché la documentazione fornita non appare chiara e viene richiesto un pagamento senza l’emissione di una regolare fattura intestata, ma solo con il rilascio di una ricevuta.

Dalla consultazione del registro imprese nel Regno Unito emerge, inoltre, che PicsRights UK non risulta avere dipendenti. Se si trattasse di un’operazione illecita, simil truffa, la struttura appare comunque estremamente sofisticata e ben organizzata

A grubby little business trying to extort money out of legitimate businesses and individuals by threatening legal action if you don’t pay a fee far in excess of any licence for accidentally using licenced images on the internet (for example on a blog post). Bullying and extortion is their game. Unfortunately, if you are reading this they’ve probably targeted you.

ResolvePicRights are among the 'Vultures' of society. Our charity is dedicated to helping prevent struggling mothers from developing insanity and committing suicide. RPR have harrassed us for using a photo of a local hospital within our bulletins to show the extent of this maternal/perinatal dilemma ,. 4 years ago in 2021!!! They insist we pay upwards of £200 for this mistake, which longsince we immediately corrected, apologised for and explained our charitable aims. They are pitifully unprofessional and have yet to produce evidence, and that they have the right to act for the alleged copyright owner. It so far is all hearsay. Yet they continue to mercilessly bully us, now threatening legal action, when every penny we procure from grants goes towards our Mother and Baby Residential Respite Home and free Baby Bags for disadvantaged parents. You would think they would donate to our cause? But 'Vultures' is the nicest description they deserve, and I'm banging my head against their brickwall.
