This awful company looks like a complete scam with their amateur aggressive payment notice. It has the tiniest veneer of legitimacy and is simply a scab of a company taking huge profits from the council for parking and no stop violations. The council get the smallest amount of money whilst this carbuncle to society takes huge profit. They hide behind a PO box but if you look and Companies House you can see their address and the £6 MILLION in profit they made last year alone.

what so ever genuine reason you give they will never accept you appeal...I paid 5 times fine for this same company for different reasons....

A judge has ordered a car park operator to pay expenses - including for parking - to a man it "fined" for taking more than five minutes to pay.

Excel Parking Services has sent numerous people £100 Parking Charge Notices (PCNs) for taking too long to pay at the Copeland Street car park in Derby.

Peter Barton - who took 19 minutes to pay because he could not find a suitable parking space - decided to challenge Excel by not paying the PCN.

His case was then heard at Derby County Court, where a judge dismissed it and ordered Excel Parking to pay him £19.50 to cover his travel expenses.

This comprised of £15 mileage for driving to court and £4.50 to cover his parking while he was at the hearing.

Speaking after the hearing, Mr Barton said: "Their so-called five-minute rule is ridiculous.

"It just needs people to stand up to it. If you've paid for parking you've paid for parking."

Mr Barton was among numerous people who contacted the BBC following coverage about Rosey Hudson, who was asked to pay £1,906 for taking too long to pay on 10 occasions.

Mr Barton parked at the same car park on 12 March 2024, entering at 11:20 GMT and exiting at 13:08.

He paid £2 in cash at the machine, which covered him for two hours of parking.

However, he told the court it took him about 15 minutes to find a suitable parking space and park, so 19 minutes had passed by the time he bought his ticket.

Excel Parking made a claim against him for breach of contract, because it has signs saying people must pay for parking within five minutes of entering the car park.

However, Mr Barton argued he was not aware of this when he entered the car park.

"In their code of practice it says you should be able to read the terms and conditions without having to exit the car," he told the court.

"The signs they have got on the entrance, the particular sign they have got showing the terms and conditions is on the passenger side of the car, it can't be read from the car.

"I wasn't aware of the terms and conditions until I went to the parking meter to pay, but it took me 19 minutes until I was able to park and pay, so I had obviously exceeded the five minutes you have to purchase a ticket."

Mr Barton also said he had not read the particular term stating people must pay within five minutes.

"I didn't but even if I had read it, it was already too late," he said.

Excel Parking Services had made a claim for the £100 PCN plus £70 costs.

Dismissing the claim, Deputy District Judge Nathan Smith said the contract between Excel and Mr Barton "was not concluded until he read the terms and conditions next to the parking meter".

This meant that it was not legally binding at the point he entered the car park.

"As such, it seems difficult to see how he could have been in breach of those terms and conditions before the contract was concluded," the judge said.

The BBC has asked Excel Parking for a comment but has not had a response.

This says it all - we got fined after my disabled wife took over 5 minutes to find a spce then found the ticket machine not working and she had no phone- we appealed and still had to pay the £100.

class action required.

I will never use the Excel Parking car park in Newcastle Ave Worksop again.
I will use the priory car park. It allows you to pay on the way out so you can’t overstay and get fined.

I would rate them zero if I could absolutely shocking company out to scam you I got don’t at Bristol airport and they never sent 1st letter so fined me full amount and aggressive saying needs to be paid now so I panicked and did and complained they said by paying the fine you have accepted fault absolutely shocking another company getting away with scamming people shocking

Phone payment option did not accept either my credit or debit cards on the first pass. Call cost me over £1. Tried again debit card worked first time but as I had been at the airport twice in three days dropping off my daughter and three small children. 2nd time would not accept the same card. Cost me three phone calls at over £1 each.

What a bare faced scam. I shopped at Iceland holderness road hull. I bought ticket and spent £130 in store, on returning to my car i noticed a ticket on my windshield. Couldn't believe it. I PAID THE CAR PARKING YOU MORONS. EVEN TURPIN WORE A MASK!!!!

After an appeal it switches you to maximum amount, no option for discounted amount if paid promptly. No way to communicate with vendor.

Appalling company. I paid for my parking and used less than I paid for yet because it took me more than 5 mins to pay I've been fined. So I'm fined for giving them money. It's immoral and totally unfair. They just put a gun to your head and take your money. I'd have been fined the same amount if I'd not paid.

How this company is allowed to conduct business is absolutely disgusting. It is nothing more than robbery, they should be ashamed of themselves. I hope and pray Karma comes to them all in some way.

Disgusting service, I wanted to appeal as had paid but my full reg wasn’t on my ticket.
QR code didn’t work on letter, website kept saying details were not found. Rang the general enquiries helpline and was cut off after pressing appeal number.
Don’t ring the 0845 number the general enquiries is the same.
Looked at reviews for my parking charge and excel parking all 1star.
Had no choice but to pay £60 as I wasn’t going to be charged £100
This company needs reporting to independent parking committee.

Complete sham company my wife who suffers from epilepsy had a seizure in car so just found any place to park she had to use a nearest toilet and seizures affect her bowel she used a toilet that we knew near car park and she was back in 16mins my concern was for her dignity being unable to contact them on sny system they have in place , unfortunately my wife in critically ill in hospital and unsure how long she will be like this for im shocked Iceland want to work with this disgusting company the car was a mobility car so find is in my wife’s name so be ready for court excel parking or if she passes away u still won’t get ur money utterly shocking company if u read this excel give me a ring ????

We were away on holiday when the pcn was posted
And paid the fine but tried to appeal the 14 days as we were away but no option just seems all about money grabbing.

Absolute scum,lied about sending me a fine received one from 6 weeks today.
Now it's too late to appeal it,I'm a cab driver and was dropping off at hertz in Liverpool airport which is not illegal

Scammers! we parked at the Powis Street Car Park and the machine there didn't let you pay for more than an hour, so we paid for that hour on the machine and for the remaining stay, we paid on PayByPhone but the company told us it was wrong and we needed to pay on Ringo or Connect Cashless with location code 2881(for anyone who wants to use it in the future). This information is not stated anywhere in the car park and they do it on purpose so they can send you these parking fines. It's ridiculous!

It looks and feels like a scam. 2 notices in Bristol Airport in under 2 minutes 100£ each. Can’t find a way to talk to the company. The website is not a "secure" one. I write down the ticket reference and car registration and it replies " Sorry, we cannot find this ticket - please check the details you have provided are correct"

I managed to access the fine and made an appeal to review the situation

A vile company, you should be ashamed of yourselves.

I was visiting my mother and displayed my permit which became dislodged from my dashboard (still visible through the window, but was no longer on the dashboard).

Despite having a permit and legally authorised to park, I received a hefty fine. £100 is an unreasonable amount.

So i have just receved a parking fine for paking in Iceland Camberwell when on that day the machine was not working, I have picturs to prove this dated day they are now trying to chatrge me £100. I have been on the website where there is no way to appeal the charge. So this is what I'm going to do.
1. I will not stress myself out
2. I will be calling the Ombudsman tomorrow to make an official complaint so they no longer harass me till this is sorted out.
3. I will take them to the small clames court that will cost me £115 if anymore letters comes to my house regarding this scam parking fine.
Like i said i have proof and i will fight against this in court if i have to.
On my research please read below.
Private parking companies have no official right to fine you, though they may try to make you think they do. All they're doing is sending you a notice of what they deem to be a breach of contract. It isn't the ability of private companies to issue tickets in itself that's a problem though.

This is a bankrupt family company, the owner of the company and his family are trying to steal their daily expenses from people's pockets with irrelevant and unfair fines, and no reason is convincing to them because only money is important to them and they lack intelligence.
